I can’t see any way that Sidious was stronger than Vitiate. Sidious manipulated the galaxy and overthrew the Jedi, but Vitiate reshaped the Force itself. While Sidious struggled to perfect his immortality, Vitiate lived through different bodies for centuries, never truly dying.
