Without a doubt, the most powerful Sith is Darth Sidious, also known as Emperor Palpatine. Despite the fact that Anakin Skywalker killed him, fulfilling his destiny of bringing balance to the force, no other Jedi could kill him.
Not even Master Yoda could beat him in battle. His skill with a lightsaber and use of the dark side of the Force were unmatched.
In addition to his power in battle, he had a lot of political power. He started as a senator, then chancellor, then he became the emperor.
Darth Vader is possibly the only other Sith that could rival Darth Sidious in his power and knowledge of the Force, but even Darth Vader served under him as his apprentice for most of his life.
When he revolted and killed Emperor Palpatine in the end, he ceased to be Darth Vader and became the Jedi Anakin Skywalker once again. The good in Anakin is what triumphed over Palpatin, not the evil.
If a Sith’s power is measured in their capability for evil, Palpatine is by far the most powerful.
He carefully orchestrated his rise to power, the death of the Jedi, the betrayal of his apprentices, the seduction of the dark side of the Force, the creation of his army, and even the annihilation of entire groups of people.
As calm and collected as Palpatine was, he had an evil calculating mind that never stopped plotting. No Sith in the Star Wars films ever had as long-lasting an empire as him.
